Un summit a Roma tra partner europei, con Italia, Germania e Francia in prima fila, assieme ai Paesi del Nord Africa per gestire la crisi dei migranti con centri di selezione e controllo. A questo sta lavorando Marco Minniti in coerenza con gli accordi raggiunti con il governo libico di Fayez Sarraj ai primi di febbraio.

 

E potrebbe avvenire a breve, addirittura entro pochi giorni. «Stiamo concludendo accordi per fermare i flussi dei migranti in Niger, si sta lavorando con l’Etiopia, ma la cosa va ampliata e deve essere europea, non solo italiana», specifica.

 

«Isis sta perdendo terreno a Mosul e Raqqa. Non è escluso che i suoi militanti in fuga non possano unirsi alle rotte dei migranti», aggiunge. Ma le sue non sono solo misure legate all’allarme contingente: lo guida una riflessione più profonda. «La mia preoccupazione è di salvare l’unità europea e la stabilità delle nostre democrazie così come sviluppate dal Dopoguerra ad oggi. I migranti sono la chiave di volta. Costituiscono un problema d’importanza vitale, la prima grande sfida dalla nascita dell’Europa unita. Se non sapremo risolverla perderemo gran parte delle nostre conquiste politiche, sociali, democratiche, economiche. Sarà il collasso e l’avvio di un’era buia fatta di razzismi, nazionalismi, piccoli egoismi xenofobi e auto-distruttivi», spiega in due lunghi colloqui nel suo ufficio luminoso al Viminale.

 

Sono trascorsi meno di tre mesi dalla sua nomina a ministro dell’Interno, eppure il suo slancio al «fare», cresciuto anche negli anni di lavoro come sottosegretario con delega ai servizi segreti, è già diventato proverbiale. Da qui la rapidità con cui ha spinto per la riapertura dell’ambasciata italiana a Tripoli; i suoi recenti accordi con i sindaci del Fezzan, nel profondo deserto libico meridionale; l’istituzione di «corridoi umanitari» dal Libano assieme alla Comunità di SantEgidio e alla Tavola Valdese dove gli agenti italiani comunque verificano l’identità e la legittimità delle domande dei richiedenti asilo.

 

«L’anno scorso sono approdati in Italia 181.283 migranti, quasi tutti dalla Libia anche se quasi nessuno è libico, e nei primi mesi del 2017 ammontano già a 15.760. Secondo le prime stime, in maggioranza sono arrivati perché spinti a migliorare le loro condizioni economiche. Chi scappa dalla guerra e dalla fame ha il diritto d’asilo. Gli altri vanno rimpatriati», dice secco. Un vecchio militante comunista attento alle questioni umanitarie (a suo dire la politica del governo ungherese in materia è deleteria, contrasta con i principi comunitari europei), ma che trova il plauso delle destre quando parla di «sicurezza» e della «necessità di regolare i flussi». «Non voglio muri, non si possono respingere e trattare da criminali i minori non accompagnati», esclama.

 

Il Minniti-pensiero su questo punto è tuttavia molto chiaro: «Non è assolutamente possibile continuare a ricevere chiunque sbarchi illegalmente sulle nostre coste senza imporre alcun criterio di accoglienza. La prima prerogativa della sovranità è quella del controllo dei propri confini. L’anarchia degli arrivi e il non coordinamento a Bruxelles ha invece contribuito alla Brexit, alimenta la Le Pen in Francia, porta acqua al mulino dei neonazisti in Germania, causa il malcontento populista in Italia e non solo da noi. Il paradosso odierno dell’Europa è che più sarà passiva, oppure più prevarranno le demagogie delle frontiere aperte a tutti, e più è destinata a implodere». Morale: abbiamo creato un paradiso di benessere, democrazia e prosperità, tanto che tutti vogliono venirci a vivere. Se non lo difendiamo lo perderemo.

 

Parole che lui traduce in fatti. È ben contento di raccontare le sue intese con i sindaci e i capi tribali del Fezzan (ci sono i clan Tebu, Tuareg e Suliman) che di recente sono venuti a trovalo a Roma. Anche loro dovrebbero aiutare a creare grandi centri di controllo delle migliaia di profughi in arrivo da Ciad, Sudan, Mali, Congo, Niger, Nigeria, Burkina Faso. «Con Sarraj ci siamo messi d’accordo per creare meccanismi di verifica delle coste occidentali della Libia. I primi go marinai delle motovedette dei guardacoste sono già stati addestrati dalla nostra Marina militare e le io barche veloci libiche che l’Italia ha in riparazione dal 2011 verranno consegnate a breve. Adesso dobbiamo però concentrarci sui confini meridionali. L’Italia ha pronti 200 milioni di euro per l’altra sponda del Mediterraneo. Altrettanti sono stati impegnati dall’Europa al recente vertice di Malta».

 

Ma cosa fare se in Libia permane il caos, le istituzioni non funzionano, i guardacoste nulla possono contro le bande di scafisti a Sabrattea e dintorni e per giunta Sarraj non controlla neppure Tripoli?

 

«Non abbiamo alternative. Possiamo concludere accordi internazionali validi -solo con l’unico premier riconosciuto dall’Onu. Ovvio che in parallelo spingiamo anche per il suo dialogo con Tobruk e con il generale Khalifa Haftar». Una risposta a Matteo Salvini che va a Mosca per cercare un partner forte in Libia. «Non serve andare dai russi. È l’Italia che ha il ruolo trainante in Libia. Per noi si tratta di un’occasione unica. Come la Germania è stata centrale nell’accordo dell’Europa con la Turchia sui migranti, così noi possiamo fare con la Libia, stabilizzarla e rilanciarci come pedina centrale dell’Europa nel Mediterraneo».
